Zoning plans: copies, amendment proposals and public display

Time: Copy of a plan within 30 days at the latest · public display and objection period 1 month (Law No. 3194, Art. 8)
Fee: Approved plan printout A4 250 ₺, A3 500 ₺ · approved plan sheet 1.000 ₺ · digital plan sheet 1.000 ₺ · plan notes and explanatory report 500 ₺ · plan proposal or amendment, per m² of title deed area: residential 100 ₺, agricultural 50 ₺, non-residential 200 ₺ (2026 fee schedule, VAT included)

Who can apply

For a copy of a plan, anyone; for a plan proposal, the owners of the parcels or their authorised representatives; for an objection, those concerned.

Written request (dilekçe)
For a plan proposal or amendment: a proposal file prepared by the plan author (plan müellifi), comprising the plan sheets, the explanatory report and the required opinions of other authorities

Copies of approved plan sheets and plan notes are obtained from the Zoning and Urban Planning Directorate for a fee.
Plan proposals are discussed in the municipal council; implementation zoning plans become final with the approval of the Muğla Metropolitan Municipal Council.
Approved plans are displayed for one month on the Municipality’s notice board and on its website; objections can be lodged during this period.
Objections are decided by the municipal council within 15 days.

Plans on public display are published on the Announcements and notices page.
Parcelling plans made under Article 18 of Law No. 3194 also remain on public display for one month.
In places within the Gökova Special Environmental Protection Area, authority over zoning plans lies with the Ministry of Environment, Urbanisation and Climate Change (Presidential Decree No. 1, Art. 109).
