Public leisure and entertainment venue licence

Licences for venues such as coffee houses, cafés, bars, restaurants serving alcohol, internet cafés and wedding halls; distance compliance and responsible manager certificates.

Distance compliance certificate: restaurants serving alcohol, cafeterias, bars and discos 10.000 ₺; grocery shops, kiosks and licensed alcohol and tobacco shops (tekel bayii) 6.000 ₺ · certificate of compliance for serving waterpipe (nargile) tobacco 5.000 ₺ · responsible manager certificate 5.000 ₺ · business inspection and assessment report 30–50 ₺/m² (2026 fee schedule, VAT included)

Who can apply

The individual or legal entity who will open the business.

Required documents

  • Application / declaration form (Sample 1 of the Regulation on Business Opening and Operating Licences)
  • Distance sketch (for businesses for which the Regulation sets a distance requirement)
  • Fire-safety report (itfaiye raporu)
  • If a responsible manager (mesul müdür) is to be appointed, an application for a responsible manager certificate
  • For legal entities, a document showing authority to represent the entity

How it works

  1. Apply to the Municipal Police Directorate (Zabıta) with the application form.
  2. The Municipality seeks the opinion of the competent law enforcement authority, which gives its opinion within seven days.
  3. The application is decided within one month at the latest.

Good to know

  • A criminal record certificate is not requested; the applicant’s declaration is taken.
  • For businesses subject to a distance requirement, the measurement is made door to door and at least 100 metres is required (Regulation, Arts. 32, 34).
  • Opening and closing hours are set by the municipal executive committee (encümen) (Art. 33).
  • Where alcoholic drinks are to be sold for consumption on the premises, the sales certificate to be obtained from the Ministry of Agriculture and Forestry must be presented within one month.
  • Permission to play music (live music) is obtained from the Provincial Directorate of Environment, Urbanisation and Climate Change under the Environmental Noise Control Regulation (Çevresel Gürültü Kontrol Yönetmeliği).
