Occupancy permit (iskân)

The document showing that a completed building complies with its permit and annexes, and allowing it to be used.

Time
Within 30 days at the latest; if no decision is made within this period, the permit is deemed granted (Law No. 3194, Art. 30)
Fee
The building inspection and document fees in the municipal council’s fee schedule are payable; for the items see the fee schedules.

Who can apply

The owner of the building or their legally authorised representative.

Required documents

  • Written request (dilekçe)
  • Reports by the technical supervisors (fenni mesul) or the building inspection firm stating that the building has been completed in accordance with the permit and its annexes

How it works

  1. When the building is fully or partly completed, apply to the Zoning and Urban Planning Directorate with a written request.
  2. The building is inspected on site; the permit is granted if it is found to comply with the building permit and its annexes and there is no technical objection to its use.

Good to know

  • The applicant is not asked for street numbering and sewer connection documents; the Municipality obtains these itself from the relevant department and authority — Regulation on Zoning in Planned Areas (Planlı Alanlar İmar Yönetmeliği), Art. 65.
  • Buildings without an occupancy permit are not provided with electricity, water and sewerage services (Art. 31).
