Non-sanitary establishment licence (2nd and 3rd class)

A licence for manufacturing, storage and repair businesses that may affect their surroundings.

Time
Within 5 days at the latest (Regulation, Art. 23)
Fee
Business inspection and assessment report 30–50 ₺/m² (2026 fee schedule, VAT included), plus the business opening permit duty.

Who can apply

The individual or legal entity who will open the business.

Required documents

  • Application / declaration form (Sample 2 of the Regulation on Business Opening and Operating Licences)
  • The documents listed in the Regulation according to the class of the business: responsible manager contract, fire-safety report (itfaiye raporu), and permits or opinions under environmental legislation
  • For legal entities, a document showing authority to represent the entity

How it works

  1. Apply to the Municipal Police Directorate (Zabıta) with the application form.
  2. The application is examined and decided within five days.
  3. The premises are inspected on site within one month of the licence date.

Good to know

  • For first-class non-sanitary establishments, apply to Muğla Metropolitan Municipality.
